For that budget you can get plenty of places to stay in either city. If you just want something basic but close to bars/restaurants and stuff then book in to a travelodge/holiday inn in the middle fo the city. They normally do a decent discount if you book for a prolonged period. As far as places to eat goes you will be spoilt for choice.
Warrington is fairly easy to get to on the train from either city centre and I would suggest using public transport if you can get away with it as parking in either city is going to cost quite a bit of cash.

I've put people in there a couple of times and they've said it was fine. Has a pool etc. Seemed a busy place when I dropped them off. There's a nice pub with good food too along the road in Appleton Thorn.It might be a bit out the way for other parts of Warrington depending on where your business lies.

Its where parts of the Cheshire/North West section of the Ferrari owners club have monthly meetings 
Theres also a meeting at the Golden Pheasant inPlumley onthe first Thursday of each month at approximately 8.30 p.m.

Really depends where in Warrington you are going to be working. TBH though, do you really want the hassle of commuting every day from liverpool/manchester to Warrington just to get a slightly better hotel ?? The trains will be cancelled and if you drive down the M62 you are going to get stuck in traffic.
Best bet would be try and stay on the Stockton Heath/Appleton side if you have the choice as there are a few nice bars restaurant over there as opposed to the town centre which is f

Chicken!I just looked up the TripAdvisor reviews for the Lord Daresbury and OK, I know it's TripAdvisor but blimey, they don't half swing from one extreme to the other.
Park Royal is their no 1 hotel in Warrington!
