A friend of mine got an NIP for a Gatso offence (41 in a 30) in November 2002 and sent back the form (signed) naming himself as the driver. Then received conditional offer of fixed penalty usual 60 squid/3 pts, this was dated approx Feb 2003, he ignored this and still hasn't heard anything.

Is there a time limit for prosecution in this case ?

Yes. 6 months. He is home and dry.
