I read the article in the link below and I found it quite interesting (it takes a while to load for some reason).
It would appear that some speed limits were lowered without the counil going through the correct legal channels. My question to you fellas is how can I find out if a road near me had its speed limit reduced legally and properly?

The road needs to have had a Traffic Order (or Traffic Regulation Order - forget the exact name) to reduce the speed - and that must have been advertised.

That only applies to roads that are under a Local Council, rather than lets say - major A roads, Motorways which fall under the jurisdiction of the Highways Agency.

Not so, it applies to all roads, except motorways and 'restricted'[*] roads; i.e. those with street lamps less than 183m (200yds) apart.
[*]Unless that restricted road previously had a higher limit, as in the OP's case.
[*]In Scotland, a 'A' or a 'B' road requires an order, as above, whether or not it has street lamps.
