It's always tough to tell, but that looks as though you're in with a fair chance of that cutting out. Either speak to a decent local detailer, or cut it back with wet, fine papers (say 2000 grit) and polish up with a rotary and appropriate compounds.
On a side note, although there are some regional variations, I'd be nervous about a repair facility quoting the sort of price you're expecting. Skilled refinishers and decent, durable refinish materials don't come cheap. All the reputable repairers I am aware of would be likely to quote 150-200% of the figures you've suggested for a localised respray repair.
