France is really patchy for florist coverage, but the big relay companies should cover it ok.
No matter where you're sending flowers to it's best to try to order direct with a local florist, so if you can do a bit of searching online to find one it'll pay off.
Interflora and the other big relays are notoriously greedy with their commission and are best avoided.
I have to declare an interest in that I own a florist in Edinburgh. We use http://uk.direct2florist.com/ to send out our outgoing orders. They have a fixed service fee which is totally transparent, and that in turn means more of the customers money being translated into flowers.
If you are stuck, PM me with details and I'll try to find out who d2f would use in France.
