Hello, can you tell me....is the EBPV open or closed when the car is off? I see that there is a little metal ridge on the unit that keeps it form opening or closing too far. Mine is sitting in the one that is to the outside of the car. My valve will not even budge when I try to move the thing. Also, can I put a stopper on the vacuum tube up by the solenoid, rather than by the EBPV?

From your picture the valve is in the full open position.

The previous owner might have slid the rod up on the adjustment to pull the valve wide open and locked it down using locking bolt.

Whatever has been done the EBPV in the picture show full open.

It is normally closed when the car is shut off and against the set screw.
