Quote needed - power men corrupt exposes

I'm racking my brains trying to recall a quote. Basically the idea is that "power doesn't make corrupt men, it exposes them". Or something like that.
(For info it's not the "absolute power corrupts absolutely" nor is it "fools in a position of power, corrupt power")
Does anyone know the one I'm on about?

The idea behind the one I have in mind is that good men when given power will be good, but bad ones when given power will be exposed. i.e. the bad ones in power were always bad, just lacking the power.
(ps - have i gone insane?)
