Loft insulation

Hi, ive just moved into a new house, and the home report for it mentions that I should increse the loft insulation to 270mm, at present the insulation is of varying thickness, with some parts of the loft being bare.
I am also getting the roof joists/rafters treated for common funiture beetle infestation so my question is should I remove the old insulation so that the wood treatment can be sprayed onto the wood as much as possible then lay new insulation, or just leave the old stuff, have the treatment done then lay down new insulation to make it about 270mm thick?
