Loft Insulation Question

Can I lay loft insulation directly on top of the existing flooring boards?
As far as I can tell, beneath the boards is sheeps wool, but only 8-10cm deep. If I leave all that there, and lay a 27-30cm layer of new insulation over the boards, will that give me any issues?
I know it'll reduce thermal bridging, but that's all I know.
I suppose what I'm wondering is
1) whether any existing gaps beneath the boards will render the new insulation ineffective.
2) what else I don't know.
