Just wading through a tender document for a County Council and there's a bit about Retrospective Rebates - 2.5% of the contract value is billed to us by the council at the end of the project to cover the council's administration costs. This could equate to around £200,000!!!
Public procurement is bordering the insane. This is like legalised back-handers!!

Had another example last week of their genius. On one of the latest tender we have to pay to tender. Do they have any idea how long it takes to put together a tender because of their largely irrelevant questionnaire and then being asked to pay as well!
No doubt most companies will find a way during the contract to get the 2.5% rebate back so the public purse doesn't benefit.
