Redundancy/relocation - training new staff

My company is relocating later in the year. We are current in the consultation period, which seems to have started early to suit the company rather than the employees.
The ealrier they announce the relocation, the earlier they can employ new staf for us to train.
As we haven't yet agreed a redundancy package, and for those that haven't said we won't relocate, is it unreasonable/legal to refuse to train their new staff?
I would be, in effect, training someone to do my job (as far as possible in such a short period of time), and it could result in a smaller redundancy package if I don't relocate.
Your thoughts please.
