Unfortunately my car has a bit of this, where water has got through my fibreglass, reacted with the resins and caused small blisters through the paintwork. Now, the car (Scimitar, otherwise mechanically excellent) is not worth fortunes and I do not want to throw fortunes at it, but a respray seems in order. I would to the pre prep to primer myself, after a bit of helpful advise it seem stripping the paint back to the gelcoat then thoroughly drying the car indoors under heating for a couple of weeks would be the correct course of action, before priming. I realize it could come back in the future due to the nature of fibreglass, but has anyone here experienced this dilema for themselves?? Thanks.

Try contacting 'plasticman' on here,he may well be able to give you some pointers as he works with the stuff every day.

I've seen something similar happen quite frequently with aftermarket spoilers and such like and the micro blistering always returns at some point in my experience....I have stripped all the paint off down to the gel coat and put said item in a low bake oven and still it returns after a while

Might be worth contact a boatyard to see how they would deal with this, it must be pretty common with fibreglass hulls. I'd see about getting it re-gelcoated.

It is. And a lot of work to put right. This should keep you amused for a while (& give any boat owners a few nightmares!)
