Automatically c/c'ing outgoing emails

IT people of PH - please help.

Is there anyway of automatically c/c'ing an email to the same person everytime I open 'new message'.

Scenario - at work we now have to c/c in the admin department on every email we send from our individual emails.

We use Outlook and I was wondering if there is a setting, a bit like a signature, that auotmatically includes someone on the email address line....
