So bad driving doesn't occur below the speed limit then?

This could well be considered bad driving due to the proximity of so many pedestrians.

"I want my traffic policing to target the dangerous drivers, the road hogs, and the menaces who are driving unlicensed and uninsured."

Glad to hear it! More cameras should solve that one.
