Removing Powdercoat from Wheels

I have a couple of sets of wheels I am looking at getting a colour change on. They have been powder coated their current colour. Whats the best way of removing the powder coating?
[I'm not wanting to remove it myself, just asking so that when I talk to the various wheel refurb places in the area I know what method they should be using]

Full chemical strip followed by sandblasting.
One place I enquired at said they DA'd the wheels, I doubt that would fully remove all the paint, impossible I would've thought in mesh type designs, so just gets a key on the surface for the new paint.
