That's what I thought, but the back end was closed up (or appeared to be at any rate). What would be the point of that - the water would just fire straight back out at you?

Well, there is a drain directly in front of it so, could be something like that.

it'll run into a drain, in that box thing behind it, you can see the manhole sitting pretty high further up the bank showing there is a big drain run nearby

I know the Navy firefighting schools use gas to start fires that they train on.
