There is a free program called photolapse: http://home.hccnet.nl/s.vd.palen/
I've not used it, it is supposed to be quite good I think. I use Adobe After Effects which is great and you can try for 30 days from the Adobe website: http://www.adobe.com/products/aftereffects/

Mac - Imovie does this.
Quicktime Player.Mac - Imovie does this.
File -> Open Image Sequence -> Set frame rate
File -> Export into whatever format you want.
ETA: That's Quicktime Player 7. The new Quicktime Player X doesn't open image sequences.
