If someone commits murder as a teenager (say 14/15) and the murder goes unsolved for 30 odd years, if the person is convicted how would the sentencing work? Is it taken into account as if it happened now or then? For example, say back then the crime would have got the chap 20 years and now he would 15 under current guidlines, what would the chap expect?

The reason I ask is the recent case of the chap who has been arrested for a murder commited 30 odd years ago and he was (I believe) underage at the time.

A person under the age of 10 cannot (in the eyes of the law) commit a criminal offence.

Between the ages of 10-17, the law has to judge whether they were aware of the consequences of their actions (i.e. had "mental capacity").
