hi i took the top panel of this morning and saw this cable , its not connected anywhere , since the car hasnt been touched there , i wonder why its not connected anywhere , it is secured by a cable tie up there , please help ?

The panel that your filler spreader is resting on - the one that the wiper spindles come out - It's only held on by 2 pop rivets at the ends under the windscreen rubber, it's a lot easier to remove it to spray rather than masking everything up.

also another question , top of the radiator passenger side ,where the big water pipe connect to top of it along side the pipe there is a thin cable with a connector where does that connect to is it says something temp , does that connect to the front air box for outside temperature or something ? but there is no sensor on it

That's Air Temp, just connects into the sensor that is on the front air intake.
