I'm after creating a small non-profit website for information purposes.

Can anyone recommend a source of free hosting that also offers good design tools for creating the pages easily?

Register1 aren't free, but very good value for money. Couple this with a template based site such as wordpress and you're away.

The worst host I have used to be honest. They are cheap and cheap for a reason. Not quite as bad as IX webhosting, but they are pritty bad. Register1 is a PH'er and ICUKhosting are reasonably priced with decent service.
