Does an extension need an "architectural design practice" rather than just someone who draws plans etc?

OK, ours wasn't 2000 sq ft but a local guy drew the plans, submitted the planning application and recommended and liased (to a very minor extent) with the builder. It was single story but involved going through an outside wall and a proper pitched roof. I honestly can't remember how much his bill was but it was no more than a few hundred pounds, in the mid 1990's, and that included the planning fees and building control fees.

I read 20% somewhere and that chimes with a (former) practice manager that my daughter knows and an acquaintance who is an architect - both their firms have been down at the very bare bones for some time now.

Maybe they just don't have the resource to respond to random enquiries?
