Is there such a thing as a career advisor for grown ups?

The background information to this request is a friend of mine has been with his employer almost ten years and it looking for a change. Background is in electronics engineering / technology consulting / marketing.

IAG (information, advice and guidance) for adults is branded as 'Nextstep', which is similar to Connexions (careers advice for 13-19 year olds). They're given funding by the LSC (Learning and Skills Council) which is public sector. It's all legit!
