Don't the numbers on a car dictate how well the driver did last season?

Home come Schuey has 3?

I think the team of the current champion gets 1 & 2 and after that it's done on team positions from previous year, so Brawn Mercedes get 3 & 4.

1 & 2 on Drivers Championship position.

The rest on Constructors position.

And Schuey was going to be #4, but has some phobia of even numbers/not having the highest billing in the team, so demanded #3

How is Mercedes(silver arrows) getting position 3 and 4 from the Brawn win. when Brawn didn't get the money last year from Honda's constructor position.

What political ramblings am I misunderstanding?

I don't know. But it doesn't matter because you are talking about different seasons.

I'd imagine that Honda sold its F1 business to Brawn creating a new team, whereas Mercedes just increased their share in Brawn GP and renamed the existing team. Or something like that. Which probably makes a difference within the FIA rules. <shrug> Does it matter?
