Talk about massaging the figures


Is this a case of lets meet the costs budget by fleecing more motorists in the last month of the financial year or spending money furiously in the same period.

Perhaps I shall ask some questions....

Common practice in the public sector, furiously spend the remnants of your budget during the last financial quarter so that you aren't an obvious target for having your budget cut. Stupid really, they scrimp on everything for the vast majority of the year, realise they've underspent and then see how much money they can spend just so they can do the same again next year.

I guess the people running the scamera partnership don't want to surrender any money to the government so they try the same, either that or raising large amounts of money would be politically bad for them so they have to lose it somewhere.

So how many hundreds of thousands were pissed away on "entertainment" and "new furniture" or "new offices"..? funnily enough they don't publish a breakdown of their figures!!!
