Bear In The Big Blue House...How Does He Work?

Sproglet was watching Bear In The Big Blue House this morning and OH and myself were wondering how he worked. Both arms move and so does his neck, head and features. Obviously there is someone inside, but we were thinging there might be 2 puppeteers insideas so much moved and worked!
Any ideas?

if you watch closely you'll see a bit of invisible thread running from the right arm into the body around the stomach area and back out attached to the left arm so as the left arm moves from side to side the right arm does as well.

How does he work? I think he does odd jobs and stuff for cash.. mind you he does have all those other animals to support so it must be a struggle.
