For the last 10+ years I have been using Adobe PageMill as a web authoring tool which has been sufficient for my basic purposes.
I now need to design something athat will look a little more modern and have been perusing various templates...for example some on here http://www.thewebhub.com/
the problem is if I try and use PageMill to edit it doesnt work I have also tried using a demo copy of Web Easy and again I cannot get the template to open in the authoring tool
So my question is what web authoring tool do I need to download to play around with the templates shown....also will I need a different tool for CSS and html

You probably need something more advanced that is CSS-based and can handle CSS-driven layouts.
Dreamweaver is probably the best of the lot. Download a trial and give it a shot.
But there really is no substitute for working with the raw code rather than a WYSIWYG visual tool (and it's not difficult to learn either).
