Ref may well have been involved in something stfy, but that is a pen - the defenders knee catches the forwards heel, causing hin to trip himself up.
It does look stupid/funny, but as "kids" everywhere will testify, it's a sure fire way to trip someone up.

The forward is obviously going after the ball - his eyes and body language show this.

The defenders right knee catches his right heel ever so slighty (unintentionally), thus causing him to trip himself up - easily done when running. It looks dramatic/like a dive because his right foot doesnt land on the floor like its supposed to.

It's a weak penalty, but IMO it's still a pen.

Definite penalty. He quite clearly does clip the bloke's ankle with his knee. I'm sure it was accidental but still a foul and so still a penalty. Arguably unlucky, maybe soft, but for me that is a penalty.
