Notts. - 2nd Class NIPs
Discussion
It would appear that Nottinghamshire have sent out some NIPs by second class post; this is not a valid method of service under RTOA 1988, Section1(1A).
If you are the registerd keeper, and have received one of these, retain the envelope as evidence, as it is a statutory defence to the speeding charge.
If you are not the keeper, you should endeavour to find out from the RK if their's was received 2nd class, although this is probably a longshot as the same envelope is pre-printed for reply.

Chap in work recently got an NIP through second class post. Easy to spot the envelopes: they have big speed kills slogans all over them
Also, the talivan was illegally parked on double yellow lines where the alleged offence took place.
He took some advice from Pepipoo and should hopefully hear no more about it.
