It's possible that the valve gland may be leaking if the tap has not been used for a while, check with your fingers around the stem of the valve.
The gland nut may need a slight turn to seal it.
Common to leak a bit if not used much.
Blue plastic or MDPE is easy to work with.
If the valve head needs changing this can be swapped out just leaving the body in place.
Your main stop valve should be located in a boundary box with with either plastic or metal lid on the footpath or close to the inside edge of your property. Some have a valve head to operate of may need a key if the box is deep.
If no joy with leak just post up here and I will see where I am tomorrow.

Cheers.. Will have a in a bit. But i have had a look outside.. i can reach the mains supply valve in the path and i can reach it, if i lie on the ground with all of my arm down the access box. (I bet people were thinking what the heck i was doing lying on the floor in the middle of the path!! The gland nut may need a slight turn to seal it.

Got it sorted... tightened the thing on the top of the tap and all now sorted. i think... The gland nut may need a slight turn to seal it.

It's a good idea to operate that valve one in a while to stop them seizing up.
Close it down and open up a few times.
Finally open fully anti clockwise and turn it back half a turn.
The gland nut may need a 1/4 turn just to tighten the stem seal a bit.
