Complaint to Blunkett in top cop speed row Feb 20 2004

By Sara Thomas Daily Post

HOME Secretary David Blunkett has been dragged into the row between North Wales' top cop and a retired bank manager caught speeding.

Pensioner William Shaw has complained to the Home Office about controversial chief constable Richard Brunstrom.

He is furious a police watchdog did not take action against Mr Brunstrom over a news conference called by the chief about Mr Shaw's speeding conviction.

Yesterday Mr Shaw, 71, said: "It was an outrageous thing to do and I have asked David Blunkett to carry out a review of the chief constable's position."

The row started last summer when Mr Shaw criticised the Arrive Alive campaign in North Wales after he was caught at 39mph. He paid the fixed penalty of £60 with three points on his licence - ending an unblemished motoring career.

He accused police of malpractice, and Richard Brunstrom called a press conference at his Colwyn Bay headquarters. Reporters were shown a sequence of video pictures of Mr Shaw's BMW at Acrefair, near Wrexham, and were handed 31 photographs.

TV film of the press conference has been seen by millions and Mr Brunstrom famously declared: "Speeding is anti-social behaviour just as much as yobbery." He accused Mr Shaw of "misleading the public" and said he would expect more responsibility from a retired bank manager.

Mr Shaw decided to write to Mr Blunkett after a committee of North Wales police authority ruled the chief should not face disciplinary action.

"I consider they were mere lapdogs and failed to take any meaningful action," said Mr Shaw. "I have written to Mr Blunkett to explain the situation. My concern is about that appalling press conference. All the police authority has done is to slap him across the wrist - and it's not good enough."

And Mr Shaw, like everybody else, would expect more responsibility from a so-called Chief Constable!

RESPONSIBLE Chief Constables do not:

1. Act in such a weird way - see the odd signing of his letters thread!

2. Publicly call for the legalisation of hard drugs, and tell everybody (particularly the YOUNG AND VULNERABLE) that "heroin is not very dangerous!"

3. Do not only want to legalise these drugs to cover up his inadequate real crime detection rate!

4. Do not want to wage war on motorists because that is the only way he can secure any conviction figures at all!

5. Do not go around adopting Stasi tactics and tarnishing the reputations of any person who dares to challenge his dogmatic and blinkered opinions!

Not asking for that much responsibility are we?

You asked in another thread what would the Familie Wildcat do if they met him! With our claws.... would be a bit messy!

Is this not something that is covered by data protection. Does any police officer have the right to name and shame for a non criminal offence and back this up with video and photographic evidence.

Peraps Brunstrom could be sued under the European cout of human rights?

Isn't breaking a speed limit a criminal offence? I was told by an on-line lawyer (or at least, she said she was) that all motoring offences other than parking are "criminal" Any lawyers out there?

Unfortunately, believe this to be case. (Not a lawyer but some members of this family are!)

And these cameras are thus causing great offence and unrest to normal law-abiding/non-criminally minded folk!

Bet your on-line solicitor was from the AA! Heard from a pal (who will probably get invite to Lancs course for 33mph!) that they are singularly unhelpful and a bit "Aunty Mary W" over speeding issues!

I cannot believe that there is a single motorist who has not exceeded a speed limit at least once. This leads to the conclusion that every motorist is a criminal, even though some have not yet been caught or convicted for their crime. How does that make 'middle England' feel?

The next time a debate opens concerning harsher treatment of offenders it may be worth pointing out that all of the contributors to the debate (or at least those that drive) are very likely criminals in the eyes of the law.

My old headmaster introduced me to law.

First lesson started "there's civil law and criminal law, but not all criminal law is serious. No-one, for example, would consider someone convicted of speeding to be a criminal, even though, technically, he is........"

One thing I can say for certain.......if the Mad Viking had attended my school, in my day, he would have had a caning........or three.

That would have sorted the pedantic prat..............
