Why would you want to do that? Strikes me that biological or chemical weapons could kill more people than a single, small, fission weapon obtained by a terror group.

Genius. This creates an incentive to focus on developing bio and chemical weapons instead, which are easier to produce, and more difficult to detect and monitor.

Unless this President and the Democratically controlled Congress take steps to radically shift their world view (or maybe even start listening to the American people - which would be a radical change), first the Congress and then (in 2012) the Presidency will see a shift that will make the "Reagan Revolution" look mild.
Obama, via this protocol change (and the announcing of it) has just telegraphed to every radical in the world that he (Obama) has no spine and that there are limits to his reciprocity.
Quite honestly, Obama has done more in a single year to galavanize the American people than the last few Presidents (except perhaps GWB immediately post 9-11). Pity for him that the galvanization is to his detriment.
This is not entirely unexpected, though.
(Oh, and look for Hillary to resign within the next year and a half or whenever Obama's approval rate drops below 30%)

Obama has shot himself in the foot with this This much touted law (which is under legal assault by, at last count, 18 States) is a "tax you now" and "get benefits in a few years" boondoggle. GWB demonstrated his straight talking when it came to Bin Laden - "hand him over, or we invade". He was a man of his words. Negotiated to a point and carried through his threat.
And please, don't quote the Nobel thing. He wasn't in office when he got nominated. He was merely President Elect. And the fact that he accepted it for doing nothing says a lot about Barry. If Barry had simply have said "I cannot accept this prize as I would like to be judged at the end of my Presidency" then he would have won so much support and respect in the US it would be unreal. Because that's what is expected of a President.
But to stand on a stage, make a speech, and receive an award for doing nothing, is an insult.
It is a demonstration of ego and self gratification.
Barry is also one of the most ungrateful Presidents the US has seen in previous years. A standard practice of any serving President was never to criticize the guy before once you were in power. You never ever stuck it to your predecessors.
And that is something Barry has failed to do. He has made political capital out of the previous President, and that is quite undignified for the office of President.
