My mother and sister are big into their afternoon teas, I believe they've been to most of the palces listed above but their favourite is Browns.

Where do they serve it? For some reason despite the quality of the restaurant (in the upstairs bit whatever thats called) I've never even thought of trying them for afternoon tea to be honest.

This isn't the most helpful post, but here goes anyway: We failed to get into the Ritz as apparently you need to book, but the doorman directed us round the corner to an art deco place that was pretty special. Unfortunately I can't remember the name of it

My money would be on The Wolsey...it's right around the corner and is art deco.

The restaurant in Fortnum's is pretty average from what I have heard though the wine bar is great....you can have anything from their shop with £10 corkage. If you are going to drink good/expensive wine somewhere it's about the cheapest place to do it except your home.
