Why can't we vote online/text?

There is so much voter apathy in this country, so why do the Gov not set up a voting by website or text system?
It's easy enough to create a secure system these days, i believe they did it in the US.
Everyone has a special code, cab only ve used once.
Send Code + A, B or C to 89999
Easy.
So come on, why can't they do this? It would certainly get a lot more people voting...

Electronic fraud is rife with the UK topping most lists in Europe at least.Our government has the most appalling history in information security.
And you think you can transfer money to someone secretly (a fundamental democratic principle), i.e. without them, your bank or their bank knowing it was you who sent it.
