"Taking £6b out of the economy"?

I keep hearing this line trotted out by Labour in response the to Tory NI proposals. Can someone explain this argument to me please?
I know Gordon views everyone's money as belonging to him except that which he deigns to allow us to keep, but surely not raising NI is keeping money in the economy because people are free to spend it on goods and services, which was, I thought, how an economy worked?
What have I missed?

I didn't think public spending was classed as "the economy" though? It's been proved many times over the years that giving the population more money to spend equates to a stronger economy . . . this means less tax and regulation makes the economy stronger.
