A world without electricity..

Well we would still have steam power, wind/sail power, candles, fire and mechanical labour saving devices. We'd still evolve. We can't not evolve!
We'd probably evolve a lot more quickly, in fact. With a basic flat rate of discovery in medicines and drugs, survival of the fittest would take over and the weak would be purged from society rapidly.Rawwr said:

Not necessarily. There are many elements of even a very basic civilisation which act against biological evolution.Additionally, "weaknesses" (e.g. cancers risks) which mostly affect older people are never "purged" from the gene pool because the children have been born (and are usually adults) before the parents are affected.
Still, eugenics is an option worth considering if you're sufficiently insane.
Expensive. I'd say the biggest loss would be lack of electric light reducing the amount of labour available over any given day, followed by the loss of labour-saving computers.
Additionally, I think democracy would likely not exist as it does at present, and there likely wouldn't be a middle class.

Everything could be do with springs and so on. Just think how the watch industry has come along.
The watch industry is what it is thanks to CNC mills. It reached its zenith using traditional methods in 19th century England before American style mechanised industrial techniques brought mass production which improved to the point that division of labour just couldn't compete.Additionally, I think democracy would likely not exist as it does at present, and there likely wouldn't be a middle class.
