I have an app, Access based that is using HTTP Post functions to post data to a website.

Is there a way to capture the HTTP Post data being sent locally?

If you're sending the data, as opposed to receiving it, wouldn't you already have every thing you need?
Perhaps you're trying to verify the data sent? If so, then send the data to a friendly server, and write a script there to echo the post data back to you.

The friendly server could even be the computer from which you are sending the data, I'd have thought.

If the app you have that is sending the data, is actually closed, then use the friendly server to dump the post data to a file.

Run Wireshark to monitor traffic to port 80.

wireshark is too low level. Use tcpmon, its very simple. Set up a monitor on a local unused port, and set it up to forward to the internet host on port 80, and watch the http requests and responses, not the packet-level gibberish.

There are a number of excellent debugging http proxy tools - the rather unfortunately named 'Fiddler', or the 'Charles' debugging proxy are good examples.
