Cigar lighter / wiring question urgent

I have the door panel off my griff and I seem to have two feeds one solid red (unconnected at the moment) and one red / white connected.

When I connect the solid red one I get a permanent feed 12v and the cig lighter works, when I attach the red / white one I get about 4amps only when the car is switched on.

Are there any issues with attaching the 12v permanently ?

Any help greatfully recieved before I put the door card back on.
