Audi 80 1.9TDI 'ticking' from under bonnet before starting

Hi all,
When I switch on the ignition for my 1.9TDI Audi 80 I get a click-click-click from under the bonnet until I start the engine, the ticking comes from the part pictured below, which I'II call the boost pressure control solonoid. Let me know if this name is incorrect! The suspect component has three vacuum lines coming from it. See three pics of the part below. The vac lines go to the following locations
The first (black) vac line goes to the air inlet.
The second (green) vac line goes to a component alongside the turbo (waste gate?) - see 2nd pic below.
The third (red) vac line disappears into the exhaust manifold - it appears to terminate at the turbo.
The car starts and drives fine, but is the clicking normal? what is the purpose of the component with the three vac lines?
