Wondering if anyone can offer any advice here.

My GF rents the top flat in an 3 story building in a street controlled by a resident's association that sound a little Nazi-like. She has no phone line and up until now has been sharing wi-fi with a friendly neighbour, splitting the bill, but that's no longer possible. The resident's assoc refused to allow Virgin to install cable in the street when they did the town, so cable is out. So he called BT and they came out today to put in a phone line. When they arrived though, she was told by the guy that they can't do it as 2nd floor is too high and it'd have to be done as a major job running wires through the walls of the house etc, rather than just tacked on outside.

Is this really the case? I can't believe that a 2nd story house in the middle of a major city is beyond the reach of BT without major reconstruction work pulling apart the walls of the downstairs neighbours' houses. With cable out and internet though dongles being slow and rubbish, is her only option to move house?

Could she not buy a length of cable and drop it down the outside of the wall and into where ever the cables come into the property? Bt will provide the line to a NTTP and she then connects her cable to it and has phone service in her flat?
