VOSA van near Forth Road Bridge - what's up?

Driving southbound onto the Forth Road Bridge the other day (on NSL motorway section just before the bridge entry), I noticed what looked like a mobile scamera van parked up in the layby.
Seemed like a typical camera situation, van at 45 degrees to traffic, door was open and a tube-like detector (similar to a small telescope) could be seen aimed at the traffic.
Passing the van, I was surprised to see it was liveried 'VOSA' instead of local police. Checking up today on the web, it looks like these guys are the old Vehicle Inspectorate plus some other division.
Question is, was it a simple general speed check, or something else? Maybe checking HGV speed?

It will be an ANPR unit specifically designed to target HGV's. The VI have their own databases re Lorries of general interest and those which dont have Operators Licences.
You will find that if they get the chance then they will stop them and deal with them on the spot.
They wont try to stop cars, but lorries WILL stop for them or they will be causing themselves more trouble that its worth. After all, VOSA are their licencing agency.
