My line of work is to do with the Highways and I have heard a rumour that as from October 2010 HATOs will be allowed to use speed guns to trap motorists going over the limit.

In effect turning parked HATO vans into more scamera vans.

Anybody find anything about this on the internet?
I have had a quick search but can not verify this rumour.

Interesting article in the Daily Wail this morning saying that the new government was no longer going to fund fixed cameras so if HATO's are going to be able to do this who is paying for it?

So if we have a nationwide program to kill all of them, we might cause their extinction!

The legal ramificaitons would be endless.

I am wondering what legal ramifications it would involve.
At the moment a 'safety camera partnership' can catch motorists. These camera vans are not police force.
So on a similar vain, HATOs could in theory be given a similar role.

As long as they are using similar equipment as a police man / scameravan, then I am guessing they could do a similar 'job'.

Although the use of speed guns is looking more and more dodgey and I hope it gets properly challenged in court with a judge that can understand the flaws of such devices.

But when this happens, would this give the go ahead for specs on every road? (guessing thats another thread)

In a couple of years time all new cars will have GPS as standard (EU requirement for eCall) linked into the mobile phone system.

It's a very short step to comparing position to speed limit vs actual speed, and then a monthly debit will be taken from the RK's bank account for all the excess speed incidents.

That's the first time I hear that. Any evidence? One of my local shops has absolutely no mobile and I'd assume GPS coverage, does it make it illegal?

Plus try to use cheap iPod FM Transmitter and sat nav at the same time - works a treat as a GPS jammer!

Easy solution to that:
Buy a better, but older car. When this comes in, I'll have a nice 911 please =)

Here you go:

or has someone conflated VOSA vehicles with ANPR with HATOs - which given they both have black and yellow BBurg liveries and aren't (yet) allowed blues and twos ...

I've not heard anything about this, and what's more the vast majority of HATO's don't want enforcement powers, enforcement is for the police and VOSA, HATO's do Traffic Management and try to keep the motorways running safely.

VOSA do have enforcement powers in relation to stopping vehicles, checking vehicle safety and conformance with law, also drivers hours etc. They normally drive "people carrier" type vehicles, but have the same black/yellow battenburge similar to HATO's, but HATO's mainly driver 4x4's although here are a couple of people carrier veh's mainly used by management from time to time.
VOSA have blue lights, HATO doesn't.
VOSA are out to enforce vehicle law and such.
Police are out to enforce driving law etc,
HATO's are out to keep you going as best possible.

every VOSA Galaxy i've seen has an ANPR camera on the roof , they tend to lurk in pairs on a stretch of motorway near me between a large industrial / warehousing area with a rail terminal and the local LGV testing station + weighbridge as it's a 'target rich environment'

Yes they do have ANPR, and can also give out fixed penalty fines that have to be paid "on the spot" if they feel that the driver doesn't have a permanent place of residence, or may not pay later if allowed to continue. (gets the foreign drivers this!)
