Panorama - cuts to front line public services - timing ?

Very poor journalism that episode, pretty much anti-current-government (i.e. tory) BBC propaganda. I think the BBC are worried about cuts themselves....
I won't list all the flaws in the prog (we'd be here forever ) but for one, where was some balance about cuts to over-management (who are people too ) etc. OK, the prog is about "front line" services, so where's the next program about over-management cuts?
If they want to know what the problems are, look at the library. In one section they had about £10k worth of Apple Macs for users of the library. Surely £3k worth of half decent (e.g. basic Dells) would have done the job if it's just for internet research etc.....
