Mercedes CLK 230 kompresor 2001- fan problem???

Hey guys I have a really annoying problem with my clk.. Everytime I start the car in the morning the inside heating fan and the outside engine cooling fan both come on at full blast speed (inside fan level 5).
I cannot adjust the speed inside or turn the fan level down like normal, it just runs at full speed for aronud 15-20mins untill the car has warmd up properly and the the fan goes off and you can adjust as normal, also the outside fan also turns off then and behaves as normal...???
I took the car to a garage and the guy thought it was the blower regulator but after changing it realised it wasn't!!
If there's anyone who has any idea what the problem is and what I need to fix or replace please let me know.. Or if anyone experienced this same problemand has any info for please post because this is doing my head in!! Any info most appreciated cosi don't have a clue??
