Ed Balls and THAT wedding photo

BBC News is currently running coverage of Ed Balls announcing his intention to run as leader for the Newnew Labia party. On the right of him is what appears to be, how can I put this, a Lady with Large Hands, highly reminiscent of _that_ wedding photo, but not with ginger hair. Either that or it is Paul Merton in a wig. Maybe the new party motto will be "We Got Balls".

If you don't know which wedding photo I am talking about, you haven't been on PH long enough
