There are plenty of Linux based proxy & monitoring progs around - just drive everything through the linux box and bobs yer uncle

Microsoft ISA server is very good. Not natively filtered but is very accepting of filtering plugins.

I use NetLimiter, it monitors every program running on a machine showing both the upload and download traffic. Don't know if its what you are looking for....
