Cooling fans....

what temp are you seeing on the dash for your water?
The first kicks in at about 92 or so. The temp then climbs to about 98 - 99, sometimes touching 100, but the second fan doesn't kick in. It used to kick in before then - maybe 96 - 98.The first fan seems to keep the temperature from climbing beyond the 99 but that was with some airflow from motion aswell, so I'm worried about being in stationary traffic.

Probably the best thing to do is to swap the fans over to get an idea whether its the fan itself, or the switch / temp sensor. If the fans switches on when you swap them, then I would think the switch is the culprit.
Or it could be a fuse.
As a numpty (so apologies for niavity) do you mean swap leads/connectors over?Or it could be a fuse.

I am pretty sure G Varley will be along soon and tell you when they should kick in. I would not be worried about that temp though.
Have you check your water in your swirl pot as well as the main water filling area?
