Pulled for a puff of smoke. N Wales, where else?

Bro in law just told me he has seen 3 police cars parked in various spots along the A541 Mold-Denbigh road in Flintshire for most of this week, apparantly harrassing drivers with pointless pulls. Older cars especially, according to reports.
Today a colleague of his was driving an N reg diesel funeral car past one of these parked plods, who promptly pulled out behind him and followed him for about 4 miles. Driver slowed to make a left turn and then accelerated to meet the steep upgrade ahead.
He was immediately stopped by plod who said he had seen a puff of smoke from the car as it accelerated to take the hill. Driver than had to spend time taking all his documents, MOT test cert etc to a local police station for checking.
Anyone agree there just might be a more useful way for these morons to spend their time? Try walking down Flint or Holywell or Rhyl high street on a weekend evening. They are polluted with a yob-a-yard. Yet little is done. Why?
No revenue in it is there. We are told here in N Wales that policing is now a business.....yes, one of these bozo's actually wrote that in a local paper.
Chatting with a WPC recently, she calmly informed me that people who are burgled don't expect a cop to call, "They just want a crime number for their insurance company" And she was deadly serious.
The lunatics really are in charge of the asylum.

I'm half Welsh and fiercely proud of it, to the point of enjoying trips to mid + north wales frequently (despite my family being from the South

Yes, interestingly the owner of the funeral business also has a farm. The stop occurred outside the farm entrance which is also the base for the funeral cars.
I wonder why plod didn't have the tank dipped to check for "red" diesel which is used by the farm vehicles.
