Why is it legal for a child to ride a strapping great big horsey beast on the road?

Earlier today I was driving along a fairly narrow country road spot a huge pile of horse muck, this is the country to me so no problem there, it alerted me to the fact that there may be a horse up front so I bring up the right foot and sure enough round the corner there were three horses but not one of their riders looked anywhere near their teens. In fact considerably younger.

They were all perfectly in control and I have nothing against horses (apart from Dave, now that horse had attitude and knew when he had a novice on board!! but that's another story) but I still find it slightly strange, although it's quite a common sight round here.

Are there any rules and regulations for horses / riders?

Providing they're in control IIRC they can ride anywhere, round here the parent usually rides along with the kids though.
