My Elephant Garlic looks like it's planning on flowering, should I let it or chop out the bulb that's forming at the top?

IIRC you can do either. But chopping off the flowers is supposed to make the plant expend it's energy on increasing it's supplies for the winter (a larger bulb) rather than on reproducing...
