According to this http://www.guardian.co.uk/environment/green-living... is carsuk.net. I've never heard of them, why do they get a mention before PH or Autocar or any other much worthier site?

Being fair to them, it's an opinion column rather than news as such and there is no obligation on commercial media to be unbiased.

Just be grateful the Guardian is doing rather badly from a financial perspective.

Stop oppressing motorists who break the law? Can we look forward to an end to the 'war' on drug dealers then?
The 'war on motorists' in manifested in all the new anti-car initiatives and legislation that have been implemented throughout the labour administration. shoot
